Dr Domingo C Bascara

Dr. Domingo Cabritit Bascara

Domingo C. Bascara was born in Mabatang, Abucay, Bataan (ca. 1910) to Serapia Cabritit and Quirico Bascara. He finished law at the Philippine Law School. He was the first Filipino General-Secretary of the Young Men's Christian Organization (YMCA-Philippines from 1941-1977), thus earning him the monicker "Mr. YMCA".   For his contributions in strengthening democracy in the Philippines especially after WW II, the Sir George Williams College in Wisconsin, USA conferred him the degree of Doctor of Laws, honoris causa.   He is member of the Scottish Rite of Freemasonry of the Philippines, 33rd degree, President of Philippine Boys Scout of the Philippines,  Excecutive Secretary of the Philippine Rural Reconstruction Movement and President of the Rizal Youth Leadership Training Institute [Foundation], among other things.   Featured in the May 1957 issue of the US-based Reader's Digest, editor Clarence Hall referred to Bascara as the man who taught "Asians to be free" due to his endeavors in snatching the barrio folks particulary the youth from the attraction of Communism. Liberato 'Levi' G Siaron

Mr. Liberato Siaron was appointed to the position of National General Secretary of the YMCA of the Philippines on 28 August 2004, after serving as Interim NGS from November 2003. Levi was until his appointment, the President of the Quezon City YMCA, and Treasurer of the National Board. He is a former Executive with the National Council of YMCAs and has also served as Executive Director of Rizal Youth Leadership Training Foundation Inc. Levi holds a Master’s Degree in Education and participated in the YMCA Advanced Studies Programme in 1982.

Bascara Leadership Awardees

Five outstanding alumni of the Rizal Youth Leadership Training Foundation received this year's Bascara Leadership Award in a ceremony held last week at the YMCA International Convention Center, Ermita, Manila.

Foundation President Melchor S. Morales said the awardees are Rep. Dante V. Liban (2nd District, Quezon City) for community service; Assistant Solicitor-General Rodolfo G. Urbiztondo, government and public service; Dante M. Velasco, entrepreneurship and corporate affairs; Dr. Jaimer M. Buzar, education and Mr. Gregorio G. Fernandez, development work.

The Bascara Leadership Award is the highest recognition bestowed on the Foundation's alumni who have excelled in their field of endeavors and have demonstrated leadership capabilities, sense of justice, honesty in public service and love of country.

This prestigious award is an annual tribute named after the Dr. Domingo C. Bascara, founder and president emeritus of the Rizal Youth Leadership Training Foundation.

Roberto “Butch” Galicia: A colleague in Canadian press

DAVAO CITY, April 29 — Unknown to many of our fellow Mindanaoan scribes, one of our kind is now making a name for himself in the Canadian press. He is Roberto Galicia, popularly called Butch among friends and in his family circle back home in the Philippines especially Cotabato City and Manila.

In his PDF copy emailed to me last April 26, 20l0, his monthly community newspaper is called “Libreto”. My best friend stands as publisher-editor. A partnership venture, Libreto is published in Toronto, Canada for its Filipino community in that snow country.

“I am now on my seventh edition, Butch partly said in his nostalgic email.

The April 2010 issue carried, among others, a postponed concert of Superstar Nora Aunor in Toronto to the last week of May 2010. Libreto also carried PNA items. “Including a couple of your feature articles in earlier editions,” Butch told me.

Butch and I became close friends and colleagues when both of us were manning the bureau offices of the Philippines News Agency (PNA) in Mindanao — he in Cotabato City and me in Davao City — in the l980s.

One of our joint coverages was the hot pursuit of the 37 bank robbers from Lanao del Sur who raided four banks in Digos, Davao del Sur on December 16, 1981 and the visit of Camp Abubakar of the then fledgling Moro Islamic Liberation Front (MILF) in Matanog at the border of Parang, Maguindanao on May 9, 1986.

As co-PNAer, our bonding was further galvanized in occasional provincial bureau chiefs’ conference in the central desk if not in the mother bureau agency – News and Information Bureau at the Malacanang Palace premises.

Before moving to Canada a few years back, Butch had served the Manila PNA central desk and other government media outfit in the national capital. He even filled my PNA vacated slot in Davao City after retiring in mid-2001 for a couple of months. Since that brief sojourn here, Butch and I had lost contact until recently. (PNA)

RYLTI Revived: 15 - 31 May 2010

According to Institute Director, Mr Pablito 'Pabs' A. Tabucol; the revived RYLTI [last one held, according to Ms Gigs Patanao was in Silliman University, Dumaguete City in 1995.]; will be held in La Salette Shrine and Retreat Center, Biga, Silang, Cavite this coming May 15 to 31.

'It [RYLTI] did not almost happen because we lack the funds. Thank God that we were able to source out some funds from our international partners in the YMCA.' says Pabs Tabucol.

The Philippine YMCA; thru its National General Secretary [NGS], has spearheaded the revival of the RYLTI as part of its Movement Strengthening Processes, according to Mr Tabucol.

'The RYLTI has been included as a National Program [in the YMCA] and are inviting international participants for this. The module has been modified to be in consonance with the APAY [Asia & Pacific Alliance of YMCAs] thrust of the Global Citizenship Program.' as further reported by Institute Director Pabs Tabucol.

As per APAY eNews [No 3 April 2008] article:

"The Philippine YMCA revived its Rizal Youth Leadership Training Institute (RYLTI) in April 2007 under the Mission in Action Programme system, supported by YMCA Korea. The RYLTI was a leading youth leadership development programme patterned after Dr. Jose Rizal’s leadership of honesty, justice, and excellence and love of country. This year’s RYLTI on 21 April to 7 May [2008] with 11 youth leaders focuses on Imperatives of Training Young Leaders Towards Good Citizenship."

According to reliable sources [Mr Levi Siaron & Ms Gigs Patanao], when the Institute Foundation was dissolved years ago the remaining funds went back to the Philippne YMCA. At the time, the RYLTI Foundation operated independent of the YMCA. The RYLTI Alumni Association was also created to support and help fund the RYLTI. Institute staff were mostly volunteers alumni.

Mr Pabs Tabucol are asking all RYLTI alumnis to help support the 2010 RYLTI and future RYLTIs.
